News 2010 APWA National Congress in Boston Maine Chapter has been having a great time at the 2010 APWA National Congress in Boston. Over 50 Chapter members have attended Congress as both attendees and volunteers. From the Mayor's Reception to the Get Acquainted Party and all through the exhibits and technical sessions, the Boston Congress has been one of the most popular APWA events in years. For photos follow the following link: http://picasaweb.google.com/michaelclaus2002/Boston2010APWANationalCongress# Maine Chapter American Public Works Association will host our 14th Annual GOLF CLASSIC on Friday, September 10, 2010 at Natanis Golf Course in Vassalboro, Maine. The State of Maine Roadeo Championships were held at the Fairfield DOT Training Facility, June 24, 2010. 11 teams participated representing Maine Counties, the Maine Turnpike Authority and Maine DOT. Many thanks to all that participated and our judges. Special thanks to Kevin Noyes, the crew from Portland Public Services and all those who got to Fairfield at 5 am to set up the course. The Maine Chapter APWA will pay travel and accommodations for the First Place Team to take part in the National Roadeo Championship at the Western Snow and Ice Conference in September, where we hope they will give Maine our 1st National Championship since Maine DOT’s 1999 National Championship. Bobinsky, Director of Public Services for the City of Portland has been appointed to a one year term as Chair of the American Public Works Association Audit Committee. The Audit Committee serves as the liaison between the APWA Board of Directors and an Independent CPA firm in relation to audit and tax services for National APWA operations. The Audit Committee is responsible for review, acceptance and recommendation of the annual audit reports to the APWA Board of Directors. Important Events at the: 2010 APWA National Congress. Eric Labelle, PE, Appointed to APWA Water Resource Management Committee Eric Labelle, PE, Community Services Director for the City of Auburn has been appointed to a two year term on the American Public Works Association Water Resource Management Committee. This Committee serves as a center of expertise on water resource issues for APWA. The Committee recommends and advances APWA policies and positions regarding legislation and regulations that affect public works practices in the disciplines of water resources management; provides forums for APWA members to exchange ideas, technologies, and information on public works practices; addresses water resources issues including laws, regulations, and services to the public; identifies and promotes research needed to advance public works practices in the area of water resources management; and enhances service to APWA members by providing educational opportunities, information exchange, and representation. APWA Spring House of Delegates Meeting MCAPWA Spring Meeting The over 200 public works fans from around the state attending the MCAPWA Spring Meeting at the Waterville Elks Club gave Dave Cote of Brewer Public Works a nice round of applause for putting on a great program this year. Speakers discussed Winter road maintenance and had a lot of data on actual salt usage throughout the state. We heard about new environmental regulations on the horizon for public works and some change in culvert operations that are probably on the way. Butch Bradley spoke on visiting Maine and his admiration for some of the tasks public works employees undertake every day. Tom DeMaio and Richard Stinson spoke of their plans to make the 2010 National Congress in Boston the best ever. David Jones of Lewiston was awarded the 2009 Public Works Leader of the Year Award. Friends and Co-Workers came to say thanks to David for all the hard work and accomplishments he has achieved in Lewiston.

This summer the National Congress will come as close to Maine as it probably ever will. The National Congress is being hosted by the New England Chapter APWA in Boston at the World Trade Center August 15 — 18, 2010. If you do not plan to attend for the entire conference or don’t have a budget amount available for a daily session, the Maine Chapter has come up with a price you may like. FREE for a half day, with our bus travel included. You can attend free for a half day and contribute to the success of our meeting by participating as a half day 2010 Congress volunteer. On Tuesday, August 17th, the Maine Chapter APWA will be sponsoring Maine Volunteer Day. MCAPWA has hired a coach bus to pick up and drop off volunteers at I-95/Maine Turnpike Authority Park and Rides in Bangor, Augusta, Auburn, Portland and Wells. We plan on stopping for supper after leaving Boston on the way back to Maine. Please plan on this trip being an extended all day event. Don Hillman of Bangor Public Works has received a “Life Member” award from National APWA Maine Chapter APWA is proud to announce that Don Hillman of Bangor Public Works has received a “Life Member” award from National APWA. It took patience and hard work to achieve this award. A chronology of Don’s service for the City of Bangor follows, but it only tells the tale of time spent with Public Works, not the knowledge, friends and experiences Don has accumulated during his tenure in Bangor. Don Hillman came Bangor Public Works as a temp laborer on April 25, 1962 and was promoted to a full time position as a truck driver on February 17, 1963. He left for about 6 months in 1966 but returned as a Heavy Equipment Operator I on November 7, 1966. He was promoted to Labor Foreman September 13, 1971 and to Construction Foreman October 29, 1973 and was involved in mostly sewer maintenance and construction. Don was promoted to general foreman January 14, 1980, the position he still holds, where he is responsible for daily operations of the highway division of Bangor Public Works. Don is a graduate of Bangor High School and resides in Milford with his wife Eileen. Don will receive this award at our Spring Meeting April 1st in Waterville. We encourage as many of you as possible to attend not only for a great program, but to help pay tribute to Don’s public service achievement. Public Works Training Program Available Maine Chapter APWA, along with Maine Local Roads, Quality Leadership Network and MMA are providing a three-day program designed for supervisors that focuses on developing leadership and communication skills; setting performance expectations; improving performance; and other issues supervisors face in today’s workplace. An active pace is punctuated with discussion, technique enhancement, and role play to develop confidence. Sessions will be held in the Bangor area this April and May. Click here for the brochure. Mary Ann Conroy has started on the job as Commissioner of Public Works in Kittery. Retirement Celebration for Tom DeMaio, Commissioner of Public Works for the Town of Brookline, Massachusetts On January 14th Eric Labelle, Mike Bobinsky and Mike Claus attended a Retirement Celebration for Tom DeMaio, Commissioner of Public Works for the Town of Brookline, Massachusetts. Tom retired after 30 years of service to Brookline and 360 friends from New Jersey to Maine came to wish him well. Look for Tom to play a major role in overseeing the 2010 National APWA Congress in Boston this August. The Maine Chapter APWA would like to thank Tom for his dedication to APWA and remind him that he is always welcome for lunch at the Skowhegan Highway Congress.
New Rules for Maintenance and Replacement of Road Cross Culverts at Stream Crossings The Maine DEP has responded to testimony and written comments on new rules for maintenance and replacement of road cross culverts at stream crossings in accordance the Natural Resources Protection Act, involving Chapter 305 and Permit by Rule requirements. Their Basis Statement (link to Basis Statement) responds to testimony and comments and Adoption Memo (link to Adoption Memo) gives their recommendation on rule changes to the Board of Environmental Protection. These rules will be brought to the Legislature this session for its consideration. As we become aware of the scheduling for hearing the rules, we will keep you posted.
