Michael Bobinsky - APWA National Delegate.Two new directors were elected to serve 2 year terms on the Board. Public Works Directors Chip Swan of Hampden and John Giroux of Winslow bring a wealth of experience along with their service to MCAPWA.
Bruce Van Note of Maine DOT spoke on Maine's Highway Budget and discussed a planning meeting on the 'Highway Simplification" study from LD 333 to be held on October 15th at Room 209 in the State Office Building (Cross Bldg). Bruce spoke of the expected funding gap between highway maintenance and reconstruction needs and projected revenues for MDOT. Bruce spoke of a needed dialog between state and municipal forces to deal with capital and maintenance costs for the many roads where our mutual jurisdictions intersect.
Pete Coughlan of Maine DOT spoke on Local Road Inventories and E911 and introduced our group to the State GIS team that will be taking over road inventory data input responsibilities from the Maine Local Roads Center.
Jeff Austin of MMA spoke on Tabor II and Excise Tax Referendums, and how the MMA is trying to get information out to voters on these two questions. Jeff noted that there are other high profile referendums on the ballot that are gathering more media scrutiny than these tax referendums, and asked that our membership help inform the public on the issues involved with these referendum questions.
Michel Metras of Tenco spoke on the upcoming XIII International World Winter Road Congress to be held in Quebec City from February 8 - 11, 2010. Michel discussed the theme of Sustainable Winter Service for Road Users which will be featured at the Congress. This is the first time the International Conference has been in North American and there is an excellent opportunity for Maine Public Works Officials to attend this conference. Our MCAPWA Luncheon was held at the Augusta Elks Lodge with many in attendance. Thanks to Joan Kiszely and the Affiliates Group staff at MMA, the Elks, all who came and Dave Cote for putting our program together and .
Rick Rossiter, Kittery Public Works Commissioner, is retiring after 34 years of service to the Town of Kittery, including 31 years as Commissioner.
If you are driving through Kittery, there is a good chance Rick has paved or rebuilt the road you are on. From the Transfer Station to concrete sidewalks, Rick has had his hand in overseeing Kittery’s infrastructure development since the late 70’s. Kittery will have a tough time replacing him. If you think you are up for the job, click on the Kittery Public Works Commissioner link here. Rick will be there to help if you need to know where street drains go.

The MCAPWA Public Works Leaders of the Year program seeks to inspire excellence and dedication in public service by recognizing the outstanding career service achievements of individual public works professionals and officials. The primary focus of the award is on career service to the public works profession rather than on any one single event or project.

MCAPWA’s Spring Meeting was held at the Waterville Elks Club on April 2, 2009
180 public works, construction and engineering personnel attended the Maine Chapter APWA Spring Meeting. After introductions from Chapter President Steve Bradstreet and Spring Meeting Chairperson Bob Burns attendees heard from Kat Fuller, MDOT’s Chief of Planning, on the status of Highway Funding in Maine. Kat went directly from her presentation to meet with the Maine Legislature Transportation Committee to present MDOT’s 2010-11 Workplan.
We heard from two speakers on different approaches to meeting emission standards for 2010 model year truck engines. We were told that new exhaust technologies and engine design will bring NOX emissions to extremely low levels. Richard Tibbetts of Contech showed some interesting local bridge projects which helped municipalities recover from recent flooding events.
Mike Bolduc, Saco Public Works Director was named 2009 Public Works Leader of the Year. Saco City Officials, employees and members of Mike’s family attended the presentation ceremony. MCAPWA will be issuing a press release on Mike’s Award.
Pete Coughlan of Maine Local Roads presented 10 Roads Scholar Awards to attendees. Troy Pennell and George Hamm spoke to the audience on keeping perspective in the workplace. Their thoughts were appreciated by all.
